[Case Studies on U.S. Universities’ Use of ChatGPT]
The Korean Council for University Education’s Higher Education Research Institute has published a research report titled “Case Study Analysis of U.S. Universities' Use of ChatGPT” as part of its 2024 Higher Education Issues Analysis Report.
The report highlights growing concerns among universities regarding the unregulated use of generative AI tools like ChatGPT, particularly the risk of academic plagiarism as students increasingly rely on the technology to complete assignments. In response, many institutions have developed guidelines and provided education on how to use generative AI tools ethically and responsibly.
The study also explores how U.S. universities perceive ChatGPT and outlines various approaches they have taken to incorporate the tool into academic settings, offering insights into both the challenges and opportunities posed by AI in higher education.
1. Current Status of ChatGPT Use
a. According to a 2024 study by Wang, Dang, Wu, and Mac analyzing prior research on AI in higher education, a survey of the top 100 universities in the United States revealed that 67.4% have implemented policies and guidelines on the use of generative AI tools specifically for faculty and instructors. Meanwhile, 17.8% have developed such guidelines targeting students. In contrast, only 14.7% of institutions have issued AI usage policies that apply broadly to the entire university community, without designating specific groups.

b. The survey also found that 62.5% of respondents explicitly included policies and regulations regarding the use and potential misuse of generative AI in their course syllabi templates or examples.

c. The study also provided an overview of how universities perceive and approach the use of generative AI, revealing several key insights.
First, while most institutions remain cautious, they are not closed off to the use of generative AI; instead, they are adopting open and constructive attitudes by offering clear guidelines.
Second, these guidelines often address ethical concerns such as plagiarism, as well as the limitations of using AI tools in educational settings.
Third, 54.8% of the universities surveyed encourage faculty members to develop their own policies and instructions tailored to the specific context of their courses.
Lastly, many U.S. universities are actively facilitating discussions on AI use through workshops, group seminars, and even one-on-one consultations with educators.

d. In 2024, UNESCO released a “Quick Start Guide” on the use of generative AI. The guide outlines key considerations and recommendations for integrating AI tools into educational settings. The main contents of the guide are summarized in the figure below.

2. Case Studies from U.S. Universities on ChatGPT
a. Arizona State University (ASU)
Arizona State University (ASU) has launched an “AI Innovation Challenge,” prompting faculty and staff to propose a wide range of innovative ideas involving artificial intelligence. Within its dedicated Artificial Intelligence unit, the AI Acceleration Team plays a key role in ensuring the successful integration of AI platforms. This team is responsible for initiatives related to leadership, program and instructional design, data science, AI development, and data architecture and enhancement.
ASU currently offers several courses that actively incorporate generative AI, including writing skills development using AI tools, multimedia storytelling through AI platforms, and AI prompt engineering. The university is also exploring the use of personalized tutoring chatbots designed to support student learning.
In addition, ASU provides access to ChatGPT Enterprise and encourages the use of ChatGPT Edu, which was officially launched in June 2024.
b. Stanford University
In 2025, Stanford University released a report titled “Report Outlines Stanford Principles for Use of AI,” offering guidance on how artificial intelligence can be used responsibly across education, research, and administration. The report emphasizes ethical and thoughtful integration of AI technologies and introduces educational initiatives like the AI for Social Good program, which teaches students to apply cutting-edge AI tools to real-world challenges in healthcare, government, and environmental conservation. The report also addresses potential concerns such as plagiarism and academic integrity in the use of ChatGPT.
Stanford’s IT department has also developed a curriculum to educate students on effective and ethical use of ChatGPT. The program covers technical foundations of the tool, prompt engineering techniques, and a wide range of practical use cases.
